Law 90 on Emploi Québec training

Are you an employer with an annual payroll of more than $1 million? Under the Quebec Employment Act, you must invest, during the same calendar year, the equivalent of at least 1% of this payroll in the training of your staff and, declare the amount invested to the Ministry of Income from Quebec. Otherwise, you must pay the amount you have not invested into the National Workforce Training Fund. The fund is used to finance certain training-related activities.

Reports:

If the total amount of expenses is greater than the 1% of payroll, you can carry the excess over to subsequent years.

On the other hand, if you do not invest the total of your 1% payroll, the balance must be remitted to the Quebec Ministry of Revenue during the annual declaration.
